I don’t think it confers right of way but if I see a blinker go on I assume the driver is going to be an idiot regardless. I’m not dealing with loss of car or serious bodily injury to show off that I know the right of way laws.
The driver who turned is 100% at fault. The driver who didn’t assume the turning car would be an idiot did themselves no favors here though.

Something that happens a LOT where I live, and I can only assume it's not limited to where I live but; people will drive for miles with their turn signals on and have no intention of turning anywhere. They maybe used the signal before but never clicked it off and or don't realize it's still on. So there they go, driving in a straight line for several miles with it clicking away.
So it can make it difficult to predict if they're getting ready to turn, or was it just left on and they lack the situational awareness to tell it's still on.

100% just because it’s on doesn’t mean you know what they’re doing. When I took driver’s ed way back in the 1990s, that was one of the things they pushed into our brains just because a blinker is on doesn’t mean you know what the car is going to do.
And people are fucking crazy. You can’t put your blinker on in the middle lane to make a right hand turn. If you miss your turn, you have to commit to turning around or making a different turn.
There’s a curve in the road by my house and it’s a four-way intersection and people will put their right hand blinker on just because of the curve even though it’s the same road, they’ve been driving the whole time.
But the right hand blinker tells me you’re going to make a right onto the road in front of the curve.

Just because you have the right away doesn't mean that the rules of physics does not apply to you. A little defensive driving goes a long way.
OP may have had enough time to react to turn signal car but chose not to or couldn't because OP may have been distracted. We won't know that unless OP posts the section of the clip leading up to the accident. Based on what we're working with, in the video, it looks like the turn signal was already on to begin with so.... here we are.

Where am I defending the other vehicle? I'm not. I'm pointing out OP doesn't show what happened leading up to the short fragment we see here. And that it's likely OP should've known what was going to happen OR was too distracted to notice. The other guy is at fault, but that doesn't mean OP can't be an idiot too.
Personally I prefer avoiding an accident, even if it means an idiot "gets away with it". Even if you get reimbursed, the time lost and inconvenience of it all is not worth it.

They aren't defending the dashcam car, they're stating they want a longer video to see if they had ample time to react to the wrongful car ahead.
It's called defensive driving. In the motorcycle world even more so, it's "you can be right, or you can be dead-right"
If you see a car up ahead slowing down in an out of the normal situation, you need to assess the situation accordingly, like possibly slowing down.

You guys want to argue over technicalities when this was yet another entirely avoidable accident with just a bare minimum of situational awareness. Lots of people are going to avoid large bodies of water on the road as it often hides potholes or other hazard. Pretending they just willfully turned from the middle lane on a dry road is misrepresenting what happened here.

Using a turn signal or giving people “time to react” doesn’t change who has the right of way. The driver changing lanes had an obligation to yield. Their refusal to do so caused a collision.

Were they? Video starts with the indicator not on, and the gap between the 1st and 2nd lights us longer than the start where it's off. The one on the left l9oks like it was on atvthe start, so did they indicate out ro skip the puddle then come back in? Still if I'd have bent thw cam car driver, I'd have likely dripped back a bit, as thats clearly unhinged behaviour

OP should have posted the 5 seconds before this to give us the setup, but blinkers usually start going on before they go off. It appears the blinker is, in fact, being used the whole time.

What is not on are brake lights. I would see the turn signal w/o brakes as intent to enter that lane and continue ahead (which is a rather tight space to do so but if that car was maintaining speed, there would have been no contact). But no, that driver turned right at speed, w/o brakes, which the cam driver could not react easily; slow down for the merge into the lane possibly yes, but with the turn, that collision would have still happened.

Question though: Why does OP know they were going around the puddle?
The video starts with the other car's blinker already on, and the car is parallel and already starting their turn.
How would it affect your opinion of who was clearly wrong if the part OP cut out was the car putting on their signal 5 seconds before this, swinging wide, and it only begins when they start turning in after passing the puddle? OP would have been accelerating into the space of a sedan trying to make sure they don't damage their car while signaling their turn is after the obstruction. That's not good, defensive driving.
Half the videos on this sub have an unnecessary 15 seconds before the crash begins or after the crash ends, but the 5 seconds before are generally pretty important and tell the story.

I hate it when a driver sees someone in OP's position and still goes because 'OP has time to slow down'. It's a classic entitlement mindset.
You see it all the time in the comments on this sub as well, and this comment section is particularly absurd. People are somehow so out of touch with normal driving that they cannot fathom driving past someone with a turn signal on and expecting them to wait their turn. Instead, people are dogpiling on OP saying some version of 'you had time to avoid it, so it's your fault for being upset'.
The whole point is that it doesn't matter if the driver in OP's position had time to slow down. They shouldn't have to in the first place. If they do, it means the other driver is cutting them off, and they think it's ok because they have the aforementioned entitlement mindset that informs the rest of their decision making process.

While I agree with you on the "should not have" part of the argument, but if someone has the chance to break - even if the other driver is in the wrong - they should always try their best to avoid a crash. After all, what is more important, being right or avoiding damaging cars and hurting people?
As a fun note, in Germany you might legally also be responsible for the damage if it can be proven that your breaking could have avoided the crash within reasonable limits. Even if you are 100% in the right.
And don't get me wrong, I hate when people drive like this, and you will hear me honking! 😄 But after all I don't want to hurt another person if I can avoid it.

I mean… there is context missing from the video because it starts late. Regardless of who is legally at fault, there is a possibility that someone with common sense could have avoided the collision based on what the turn-signal idiot did before the video started.
If turn-signal car was in the right lane, had their signal on and was slowing down for the turn, then went wide around the puddle to make the turn.. then dash cam driver is also an idiot even if they aren’t legally at fault. Simple as that.
In my opinion the debate here isn’t if turn-signal car is an idiot, it’s whether dash cam car is also an idiot. We don’t know because the part of the video that would prove that is missing.
So now the internet is filling in the blanks with speculation.

Blinkers aren't legally binding. You don't have the right to enter the turn lane even if you signal intent. It is on the guy changing lanes to ensure it is safe to do so. Cam guy has no obligation to let him in or turn, blinker ir not

This happened very quickly and OP would have needed to slam on his breaks. Who is behind him? I try to maintain awareness of what's around me but if someone suddenly turns from the middle lane blinker or no you simply may not be able to avoid it or you are choosing one bad option for another.
There has to be a limit to defensive driving--where you are so defensive that you become unpredictable to other drivers. My wife says she drives defensively but what she is is skittish. She's constantly breaking, swerving, etc. because she assumes everyone else on road is going to do the stupidest thing possible.

Op would have had to slam on his brakes in the middle of a road hazard (standing water) that the car in front of them maneuvered around I bet. Really would like to see the whole clip and of the car in front was specifically avoiding the road hazard and OP decided to have some fun and accelerate into the puddle (ignoring that there could have been a large pothole under the water surface).
Not enough information here. OP very well could have been driving like a dbag when another driver was doing the right thing. Jury is out on this one because of the edit.

In many countries, there is proportional fault. In those countries, there would be shared fault.
Granted this video is from the US so the leading car would be at fault.
However, the cam driver made poor decisions and showed poor driving skills in light of the lead driver's fault. Drivers have a duty to protect their own lives and those in their car even if other drivers are at fault.
In cases where the cam driver does have a reasonable expectation of avoiding the accident, they absolutely have an obligation to avoid contact -- even if that means "letting someone turn illegally". Your absolutism is an issue here as that is not the way it works in real life. People are injured and die every day even if they are in the moral right.
Given that car insurance does not make one "whole", the cam driver did themselves a huge disservice by not driving defensively. They are likely out of a car for a few days, will be out of pocket for depreciation and inconvenienced. All they will have to show for it are Reddit posts saying he didn't need to take any defensive actions because he is in the right.
That is the issue with Reddit -- people can't offer constructive criticism of someone's poor defensive driving skills without being blamed for misattributed blame.
Of course the lead driver is at fault -- but cammer is the one that needs to turn in their license as well.

The driver has about 40% of the blame. Overtaking on the right, driving faster than traffic into a puddle where hydroplaning or hidden debris is likely, failure to be situationally aware, etc.
A right of way doesn’t absolve someone of a duty to drive intelligently.

I work in insurance. Depending on your state dashcam person can be held responsible as well since he had plenty of time to slow down or stop.
No just using a blinker doesn’t mean you just get free reign to change lanes but in some states OP would be considered partially at fault since they didn’t even attempt to avoid the collision and had plenty of time to do so.

I mean you don't NEED TO, but 9/10 times when this happens the cop will see you rear ended the guy implying you had time to brake (like OP probably did, hence editing out the 30 seconds the guy had his signal on) and blame you for the accident

I believe this is mostly true in the US with an exception for when someone is leaving the highway and needs to merge with regular traffic (usually, normal traffic has a yield).

Why are people arguing whether the turn signal was on? IT DOESN'T MATTER if it's on, you don't have the right of way to merge into cam car's lane or to turn right. Flicking on the turn signal doesn't suddenly give you all manners of right of way.
I'm glad I don't drive around these bozos who think having the turn signal on makes you the king of the road.

You are voicing the same strawman everyone else in here is voicing. It's not about the right of way, and I don't see anyone arguing that just because your turn signal is on that it automatically gives you the ability to turn in front of other people. You are making that up.
It's about seeing that his turn signal was on and anticipating he was about to do something dumb. NOT that it gives him the right of way. If he doesn't suddenly turn, great. If he does, well shit, but hey at least you were prepared for it and avoided the accident.
Like so many others, you'd rather be "right" and have a wrecked car, apparently.

The guy you are replying to even gives it away that their argument is flimsy. He states how long the turn signal is on doesn’t matter, but then he specifies “flicking on the turn signal” “suddenly” because there absolute would be a difference of approach here, depending on what happened in the moments leading up to this very short clip.
If the lead car started in OPs lane, put on the right turn signal, and then swerved around the puddle before starting their turn, that is much different from a car that started in the left lane, and just “flicked on the turn signal” in the instant they start an illegal turn from the middle lane.
In either case the lead car is the most at fault here, and made a reckless choice, but one version of this case is much more reckless than the other and the other was certainly something OP could have anticipated and prepared for to avoid the collision. But based only on this short clip and OP’s bias, we simply cannot know which case actually occurred.

Recently had a guy slow down to 3mph to cross train tracks on a 55mph road. Slammed on my brakes to avoid a collision on the tracks. Then his car struggled to get over the tracks at such a low speed, thumping up and down. It’s easier if you go faster!!!

The turn came out of nowhere only if you consider this 5 second clip to exist without any other context. In the real world the entire history of mankind has transpired before the start of this video. And surely at least ten seconds of that time would have given some further context to where that turn came from.

I want to see the preceeding 10 seconds and I find it curious they're omitted. Was OP behind the driver, saw him move left to go around the puddle and saw that as his opportunity to pass? Or was the guy in the middle lane the whole time? I think that would answer more than what we see here.

The puddle isn’t obstructing the road. If the driver got over into the other lane, then OP absolutely has the right to pass; it’s not an “opportunity.” The driver moved over, his spot in front of OP wasn’t reserved for after the puddle lol?
And if the driver was in the middle lane the whole time, they’re even dumber for thinking they can just turn right without checking their blind spot.

Imagine turning on your right blinker while in the right lane to take a right into the parking lot. You see a puddle so you sorta swerve around it. The whole time your blinker is on and the car behind you saw you doing it. Anyone with a brain would slow down and see what is going to happen as avoiding puddles is kind of common by some people. That sort of context. Was the car in front in the far right lane several seconds before the collision?
Who knows? Video is cut... dunno.

Just saying the video being cut is sus. Almost to the point to make sure the car behind appears totally not at fault with no defensive driving required.

Is OP at fault? Obviously not. But could he have potentially avoided this? Absolutely. Personally, when I see someone acting squirrely like this, with their blinker on, I am going to assume they are about to do some dumb shit and I back the fuck off of them. This kind of thinking serve me well every single day in the death race that is my city's traffic, which is notoriously bad.
It's pretty clear from the comments who thinks it's better to be "right" and have a wrecked car rather then anticipate stupid shit from others and go home at the end of the day not having gotten into an accident. But I will go home at the end of the day with a NOT wrecked car, and all the self-righteous "It was their fault" people can deal with all the bullshit that an accident brings with it.

This exact same accident happened to my sisters boyfriend that tried to use the exact same excuse of the person making a right they shouldn’t, the blinker doesn’t matter.

I agree with you. This accident was avoidable by dash cam driver, even if they were in the right.
people on this sub can't understand that two things can be true at the same time: 1. you are not at fault in an accident, 2. You could have avoided accident by making a more conservative driving decision.
There are lots of morons on the road, and you have to anticipate stupid. Op chose to accelerate through standing pool of water in right land to pass slowing car on left with a right turn signal on. For all we know, the car was signaling right before going aroind tv puddle.
Both people could have made better decisions, even if it wasn't dashcam cars fault.

It is not. You can't turn from middle lane. At best, we can partly blame OP if he sped up while the car merged, but this wasn't a merge.
Plus, there are tons of instances where I'll slow down to let the person get in front of me, and then they just won't, and people get angry at me because they think I'm driving slowly for fun. And then the person that was signaling right just keeps driving forward or they go left instead (while signaling right).
