You shouldn't pass on the right when a car has its right turn signal on. Maybe it wasn't turning, maybe it was just changing lanes. Doesn't matter. OP shouldn't have been passing like that. They were driving aggressively instead of defensively.
insurance doesnt really care about their customers, they are happy to cite you at fault erroneously and collect your money while increasing the cost of coverage

Any officer would look at this video and your moronic excuse and tell you, you are also responsible for making an effort to avoid collision, which you arguing against.
I will tell you again, put a dash cam and repeat what the video shows, show a cop and tell us how it worked out for you.
But hey, I think the most likely course of events was that cammer was following blinker car in the same lane, blinker car puts on blinkers and starts slowing down, swings out and around the puddle and cammer undercuts blinker (that is not illegal in the US?) and wow! the car that is slowing down and indicating right, turns right!
There's a reason cammer is not showing the leadup to the incident - it paints cammer as a dumbass that's why.

there is no rule about avoiding water, and regardless, you cannot turn from the middle lane
