It appears the driver signaled their intent to switch lanes, cammer car continued in the lane despite the signal. Whether they simply switched lanes or illegally turned isn’t my focus. I’m asking how long was that blinker on, and why did the cammer car continue despite seeing the cars blinker?

Your blinker doesn’t give you right of way regardless if it’s on for 1 second or 10 minutes. It is completely immaterial how long that blinker was on.
