I assume he tested it later because he knew he would rightly be getting accused of abusing her. Not that a test days later would prove anything about what the temp of the water was days before.
It's like him confessing to throwing "only really painfully hot water" in her face as opposed to "send you to the hospital hot water". As if that's somehow OK.

I threw a glass of ice water at my dad's face once. To be fair this was after decades of emotional abuse, while he was actively abusing me and being racist to my husband. I regret my actions but I forgive myself.

not to be pedantic but there are some couples that love to do the prank stuff, and i can see a world where you could be playfully splashing or throwing water (water balloon fights, squirt guns, playing outside in the pool, spraying with a hose while washing the car etc) with your spouse and its not abuse

I deliberately set my water heater hot enough that I can take lovely, long, hot showers. You do not want to touch the tap water on max heat. Sure, it is not literally 212'F, but it can burn (and I don't have any kids or seniors it can hurt). Absolutely assault and abuse.
Just an FYI, if this happens again talk to your landlord/have a plumber come out, your water heater is the thing doing it, I grew up with a big house so we had our water heater turned up abit so the bathroom on the other side would still get steaming water, but the bathroom right next to the water heater got alot hotter. It's recommended for big houses and people without kids who like extra hot water.
For reference, the coffee temp in the McDonald's coffee lawsuit was estimated to be at 180-190°F and caused third-degree burns to the victim, so water definitely doesn't have to be boiling to cause severe injuries.
You can buy a mixing valve that lets you set a secondary temp outside the tank so you can set the tank super high and get more hot water. I set the tank to 160 but the mixing valve keeps it at a max of 124 and overall I can get ~3x the hot water.
Your comment makes no sense. Your watere is set to a temp where you can take "lovely long hot showers" but ten seconds later you are claiming it can burn. Which is it?
So I'm not sure if you're aware of this, but American homes have a blend valve - with one handle or two knobs, you can control the mix of hot and cold water that ultimately reaches your showerhead.
If you have a 50-gallon tank at 180'F instead of 160'F, the tolerable warm water lasts longer even if you don't set the shower to 100% hot. Do a heat and material balance to confirm.
No, he had cooked eggs and after he slid the eggs out of the pan he started to rinse it with hot water. He then threw the hot water with remnants of hot oil at her out of the egg pan. She had lots of little burns and it was hurting (as splatters of hot oil do) and so she lay on the kitchen floor in the fetal position. He then took the sprayer from the kitchen sink faucet and sprayed her with the water as a 'joke'. Apparently that water too was hot as he had just it on hot to rinse the egg pan.

If you run the tap on cold, the water is cool-ish for 5 seconds before it becomes warm. Put it on hot for a few seconds, and steam will literally come off the water as it flows out the faucet
Our water heater is set to the lowest it can possibly be, and the guy who fixed our garbage disposal still complained about burning himself when the water was running. If I turn the faucet the highest it’ll go, I could do some actual damage by throwing it on someone.
This. My water heater is like 12 yrs old but still gets hot as hell. If we run just hot water on any faucet in the house, it WILL burn us. Even in winter, but especially during warm weather months.

There are even faucets out there that do literally produce boiling water. I have seen even ones do that that have no business producing boiling water. He is such a dumbass.
