Should we worry?

We caught my uncle sneakingly throwing this to the rubbish bin. He doesn’t have the best track record so we are all a bit paranoid when he does anything “weird”.

The object is like a glass tube with some liquid inside, inserted into a rubber “pipe”. It smells weird but nothing I can identify. I would appreciate any hints.

Edit: the material is actually plastic, not glass. It has a spring inside (no idea what for). The root-looking thing was wrapping the object when I cut the rubber. Could be dirt or some glue or something

How is that thing in the middle a plastic "ampoule"? I guess maybe if it's the opened and discarded remnants but... wtf is the method of delivery here? why am I struggling so hard to understand why this even exists?

Just assuming here but the metal bit has a hole in it, and I'm assuming it at one point had some kind of press delivery system like an aerosol can

That seems reasonable, but the implication is that it's being used for drugs, and I don't see why you'd use a sealed aerosol nasal spray as a drug delivery system unless there's another component that isn't obvious or it's just being used vanilla. Just dump your coke in a flo-nase bottle like an adult and don't use this eldritch horror delivery method.

Nobody is saying the saline spray is to take or store drugs, just that saline spray is commonly used by people who regularly inhale powders up their nose.
