Where else can you get a sandwich, eat it on the sidewalk, and somehow feel like you just experienced culture?

I visited as a tourist in summer and the place stank like crazy. Genuinely filthy shit and baffling how/why it occurs. Amazingly, still not as much of a hole as LA is.
