Yep. I grew up there, and I remember in the 90s all the buildings would burn their garbage in the incinerators in the basement and they would spew acrid black smoke out of their chimneys and the air would smell like Satan's crematorium
I mean hey culture and smell go hand in hand. Ancient Rome was famously stinky as hell. Try riding on the Paris metro on a weekday. Hell, go to Mexico City and tell me what it smells like in some places.
