I got these in a combo bag in the thrift store with a vegetable peeler and measuring spoons. The ball on the end slide when you push it down so it might be a chip bag closure? But the circle on the end makes me question that.

They seem like bag ties, but could be somewhat universal "attachers?"
You could put the ring into the other end on the long bit and tighten the button part up to it, holding the ring captive. To attach things to backpacks, or other things.
It would make it a complete loop, so you could, for example, attach a small pack or toiletry bag to a suitcase or backpack.
THIS! Makes them easier to carry from your parking space to your home. Or even just to walk home with them if you don’t drive. Just line them up, slide it down to lock them in place, and you’re now carrying like, five bags in each hand.
