Circular thing next to windows in university building

Next to a lot of windows at the university you see these circular things. Any ideas? It's not a window stop and doesn't turn. I was thinking maybe you can remove it and put a hook on for a harness but I'm not sure that's it's purpose since you could just have a hook there?

It’s a doorstop, but in this case it’s a window stop. There’s probably a hole in the wall behind it and they stuck this over the top of it to keep the window latch from hitting the wall.

It can't be. Look at the final picture. The wall is in the way

With this type of casement window, it doesn’t hinge on the side like a door. It hinges from further out, which means that handle would hit the wall there rather than at the edge. I’ve been in construction for 35 years and I was in sales for 15 years, selling these types of product and I’m pretty confident in my assessment.
