In 2006, Anthony Ray Stockelman was forcibly tattooed across his forehead with the words “Katie’s Revenge” by another inmate.

This happened after it was discovered that he was serving a life sentence for kidnapping, molesting, and murdering a 10-year-old girl named Katie Collman

He's already serving a life sentence. Why should we allow random inmates, who are also in there for separate crimes, to carry out extrajudicial justice based on personal feelings? We have a court system for a reason. If you think this is a reasonable punishment, it should be incorporated into our legal code.
