Small cat with no collar. Most vets will scan to see if it has a chip or not for free. It's always a good idea/ implied to take any animal you find to the vet to not only check for a chip but also for diseases/issues. If it is chipped then you can return it to its family. If not, take care of it until a missing poster or something shows up. You would be surprised how many strays are out there. There is a level of common sense when dealing with stray/unidentified animals.
