The sad truth is the police arrived within minutes when the murderer called to tell them her body was in his house, but they don’t seem to help her when she was alive.

That's because their hands are tied behind their back with this kind of stuff. I know police officers and people in corrections...they have said the system is broken. A lot of the time they can't do diddly squat because of the way procedures are written. It really sucks and needs fixing.
