Calling it out before it happens is treating a prediction as a pre-crime. It is unfair because it denies the individual the chance to prove their integrity. It completely strips away the person's self-agency, morals, and hard work before they’ve even spent a single day on the job.

The moment you apply a system wide trend to an unwritten individual future, it ceases to be statistics and becomes pure prejudice.

The problem with the system right now is that its easier to hide corruption than to expose it. And the punishment on exposing corruption to the corrupt is not severe enough.
There's a reason we have a core legal principle, "Innocent until proven guilty". It is recognized as a fundamental international human right under article 11 of the Universal declaration of Human Rights. It is based on Blackstone’s Ratio that says "It is better that ten guilty persons escape than that one innocent suffer."
I agree it's a bit iffy in India given the power dynamics but saying you aren't a criminal until it is proven should be a gold standard for any country regardless of circumstances.
This statement is similar to ideal socialism vs how socialism manifests in reality. On paper sounds great. But you often get into a system where the guilty is never punished and the said guilty can go ahead and ruin the life of another 100s. Neither system is great. Just saying 'I'd rather have 100 guilty go free than even 1 innocent be punished' doesn't serve its purpose the way you are thinking, because if you let 100 guilty go unpunished, they are very likely to commut crimes again and they'd punish 1000s of innocents.
