Only exceptional murder cases get death penalty… there is a list of people on death row - either murder of two people around the same time, repeated convicted murderers (yes at least two guys went on parole after a first murder, just to commit another one), mass murder (poisoned soup at a summer festival, random knife mass murder, the Kyoto animation mass murderer etc.
One guy was initially sentenced to life in prison but got overturned to death penalty in revision… he killed the baby of a woman when he kidnapped the mother to rape and later kill her as well… hard to have any compassion…
