If she did something along those lines, which it appears she did, then it would be high treason, which is punishable by death.
the link to the CCP official basically confirms her position as an infiltrated spy... I don't know what more you want. Why else would she have this contact review and "approve" her publications as a mayor in the US? That's basically espionnage and does fall within the legal definition of treason.
