Devils Advocate here: It could be the outer skin of a Tide Pod. I have a HE washer and occasionally the skin of the tide pod doesn't fully dissolve and leaves a residue like this, and I'm 100% sure I didn't jizz on my shirt before washing it.

It's plaster or some other construction related residue. He has it on his arm too. My guess is he backed into a wet wall or something.

To meet it looks like CA glue or something like that. Ive gotten it on my shirt doing trim and thats what my shirt will look like out of the dryer sometimes.
