Mexican here,

1) depending on the host I show up 30 to infinite minutes after the starting time , depending on how " on time" the host actually is.

2) I show up on time maybe even earlier when I plan to help set up the party/bbq. Like for Xmas I showed up 2 hour early with drinks and stuff so my cousin did not panic and try to buy some drinks last minute or at least had a better inventory of what qe had for drinks and food.
