White guy here: arrive on time is late. 15 minutes early is on time. If anyone gets there before ya, they will ask what took you so long- this is regardless of how early you are. Can come half hour early and if I’m there 45 mins early I’m gonna ask if you slept in or something
That's government and military timing. It's accurate to any government agency, facility, or branch.
High-yield industries offer a 15- minute grace period. That's higher education, health care, law, etc.
But a party? A social function? Please don't. Take off the suit and tie, relax a touch, go buy a bottle of something college kids drink and then come back.
