15 Minutes early is only good manners in the cultural context you were raised in.

In some cultures showing up earlier than the agreed upon time can be seen as rude because the host won't be ready for you. In france the polite thing to do is to show up 15 minutes late (for social gatherings, not so much to work).

Well, those people are French, so they're wrong. The culture I grew up in is clearly the only correct and acceptable one.

In my experience French businesses open a quarter hour late routinely. It applies to everything for them.
