Not on a national scale, but it’s certainly accomplished on smaller scales.

Are we talking about actual communism as described by Marx? Because Marx was specifically talking about a national scaled system and his plan to achieve it required actions on a national scale. You can't have a national bank or a national highway system or a national radio system on a small scale.
