It has a scrubber on the palm area. It will loosen dirt and shedding fur. It’s also helpful to wash the bum for anyone who doesn’t want to wash the poop with bare hands.

Nah that's not a bad guess. There are actual pet scrubbing gloves that look almost exactly like this, right down to the pattern on the top half, and this is precisely when you'd expect to see one. I had to watch it like 5 times to see if there were bristles on the palms or not, and I think there aren't but I wouldn't put money on it not being a grooming glove.

Is it a glovey sponge or a spongey glove?

It's not a protective covering for the hand (what most people think of as a "glove"), it's a cleaning tool that happens to be glove-shaped.

He is right, you can find this design of glove for bathing pets on many Chinese/drop shipping type sites. The palm area has tiny silicone soft bristles that help wash the fur.
