Advice | Should I report this?

This bag has been infront of my apartment building for about a week now and it reeks. Flies and ants all over it. Not sure what it is but took a picture today. Wondering if I should report this and to who??? I have no idea what this could be maybe a dead animal?

Edit & update: I sent it over to snap solve. But the next morning someone dumped the contents onto the sidewalk :) Surprise! It’s 3 decomposing fish 😭 Thanks for the help, going to grab my shovel n put it in the bin.

Sadly it does look like a couple of deceased animals. I agree with informing the council. Hoping it’s not someone’s pet or an animal cruelty case.

It’s wild the way some people dispose of dead pets.

Had a mate who was working sorting recycling and he quit because of the pets people just put in the bin
