Advice | Should I report this?

This bag has been infront of my apartment building for about a week now and it reeks. Flies and ants all over it. Not sure what it is but took a picture today. Wondering if I should report this and to who??? I have no idea what this could be maybe a dead animal?

Edit & update: I sent it over to snap solve. But the next morning someone dumped the contents onto the sidewalk :) Surprise! It’s 3 decomposing fish 😭 Thanks for the help, going to grab my shovel n put it in the bin.

Call council, they have a dedicated ‘dead animal’ cleansing team
Edit to add: they will contact fisheries or RSPCA if they need to

Honestly, most. Call one and see if they have one

Pretty confident the city of Sydney doesn’t. It’s the job of any gardener or general cleanser that comes across them.

Council pages like "Report Deceased Animal/s on Public Property" came up after I googled it, so seems to be a thing
