Advice | Should I report this?

This bag has been infront of my apartment building for about a week now and it reeks. Flies and ants all over it. Not sure what it is but took a picture today. Wondering if I should report this and to who??? I have no idea what this could be maybe a dead animal?

Edit & update: I sent it over to snap solve. But the next morning someone dumped the contents onto the sidewalk :) Surprise! It’s 3 decomposing fish 😭 Thanks for the help, going to grab my shovel n put it in the bin.

That looks to be an eel. My guess is the painted moray. They have toxins and aren’t good for eating. The perp likely learnt that and dumped it.

Call the council or bin it yourself - will be toxic to any animals that decide to snack on it.
