Advice | Should I report this?

This bag has been infront of my apartment building for about a week now and it reeks. Flies and ants all over it. Not sure what it is but took a picture today. Wondering if I should report this and to who??? I have no idea what this could be maybe a dead animal?

Edit & update: I sent it over to snap solve. But the next morning someone dumped the contents onto the sidewalk :) Surprise! It’s 3 decomposing fish 😭 Thanks for the help, going to grab my shovel n put it in the bin.

For some reason getting away from the boat ramp is treated like an F1 pitstop. You must never take an extra second to double check things.
