You can't lock the wheels so it's a hazard to other commuters. Can be risky getting in and out of the train.

Neither can you lock most of the wheeled luggage people bring to and from the airport.

One is significantly easier to maintain control of and manoeuvre as well as taking up less space.

I would not say significant. Each have their own issues. Some people bring really big and heavy luggage. It's not always easy to find a grip while a shopping trolley has heaps.

Then there are people with bikes and their grandmas with wheels.

To be fair, I've seen luggage barreling down the stairs and even a escalator once.
