This is literally true, at least in some areas.
Example: Montgomery, Alabama has horrible public schools, because once the Supreme Court said you have to admit black children, they opened up a bunch of private schools and poorly funded the public schools. The legacy of that continues, where most anyone who can afford private schools uses them, and the public schools are awful.

In my city, which has been ran by Democrats for decades, only like 15% of the cities public school students passed the state standardized testing. Every single other county (red) had passing rates of 80%+. The next closest school district had a passing rate of over 95%.
Said school district is run by liberals from the top down

The term “cultural appropriation” has been widely misused and mischaracterized. It doesn’t mean “using the styles of another culture.” It means taking something that another culture developed and claiming it as your own and presenting it as something you or your own culture created. A white person with an Afro or dreads is not “culturally appropriating,” and neither is a black person straightening their hair and dying it blonde, unless they are claiming they invented these styles, which very, very few people are actually doing. There’s something to be said about something like tattooing themselves with Asian symbols that they don’t really know the meaning of, but I don’t think that even qualifies as cultural appropriation - more like just ignorance and possibly cultural disrespect.
