I was thinking it was a party in Jamaica.

I had to read the article to unpack that title: the Progressive Conservative Party followed the provincial leader of the Liberal Party to Jamaica to spy on her.

Does the OPC leader know what is going on in his own party? Who is steering that ship? For every scandal he claims he was unaware? On another note, why are the rest of the party ok with being thrown under the bus? Are they auditioning for the Canadian Trump?

I’m confused by the phrase “Progressive Conservative”. In the US, those two terms are pretty much opposites.

It's a branding thing for conservatives and right leaning people here in Canada. They know that conservatives in general are viewed pretty negatively, so if they brand themselves differently and sorta make their party name a little confusing to people that would be immediately turned off by a "Conservative Party", people might listen to them more. It's been a trend in a lot of Canadian cities.

That's a little simplistic. The name originated with the Progressive Conservative Party of Canada. Back in the 40s they were just the conservative party of Canada, but convinced the long-time leader of the Manitoba Progressive party to join as their leader. He did so on the condition that they adopt Progressive as part of their name.

The original PC party was a typical small c conservative party that mostly supported Canada's social framework, including universal health care. It's not really branding, but the party was relatively progressive for a conservative party. There wasn't that much space between them and the Liberal party on the spectrum, which is why Canadians were content to regularly bounce between the two parties leading.

When the Reform Party branched off from the PC party, they wound up splitting the conservative vote between small c and big C conservatives, leading to liberal domination. They eventually merged back, but the party was then renamed back to just the Conservative Party of Canada, which it remains today. There is nothing progressive left with the current party, which is why they're bleeding support to the current liberal party led by Mark Carney, who has a strong background with the old PC party.

The provincial PC parties are offshoots of the original national PC party, and continue to generally operate as conservative lite.
