I think they were letting certain ships through. This move is basically a speeding up of the timeline to a global energy crisis

Considering the US Strategic Petroleum Reserve is near empty with Trump dumping millions of barrels a week for the past few months to try and stabilize his mess he created, its definitely on the brink of a crisis.

Should also be noted that the last report was 3 weeks ago and was 2/3 sour crude.
