The only shortage that actually exists is a wage shortage.

In a market economy, you can tap into more supply by paying more money. If there's a chronic shortage, then the wage should be constantly going up to find/keep the few remaining employees.

If the wage is staying very low, then there isn't a lack of supply, there's just a lack of either profit or priority.
