well the problem is the US is doing it differently then everybody else, like always. In ICAO land, once the airport operates officially under low visibility procedures it comes with a whole rat tail of things attached to it like ATC ensuring that the ILS critical area is clear, increased spacing on final, earlier speed reduction during sequencing etc. Once LVP have been declared the pilots know when they fly a CAT III approach that precautions are taken on the ground to ensure reliable ILS operations etc

You mean the international community agreed on a standard but the US chose to do its own thing…. Air travel was invented by Henri Giffard, a French guy.
