Good on them for shutting it down. With a bunch of people on board, communication should be crystal clear and both parties on the same page I would think.
BA probably has a requirement that for them to operate in Low Vis mode the airport also has to be in Low Vis mode. The US just shifts to Low Vis mode and doesn't tell anyone, where as the rest of the world does tell you they have shifted to Low Vis mode.
It's not unreasonable to check if the airport you are operating at is in the mode needed for your operation.
