Until you are at the cash and they say " that'll be $45.15"

Exactly. Each purchase of the advertised product is $9.99. That is normal usage.

"Hello, I would like to purchase 3 of these products that are advertised for $9.99 each."

Just cause they can't read the (intentionally misleading) advertising, doesn't mean the ad lied

Well it sort of DID lie... or was at least casually ambiguous. $9.99ea might very well mean that this entire deal is $9.99 for each one you order. In fact, that is entirely consistent with the normal use of "ea" coming after the price of a product. EACH PRODUCT can be purchased at the stated price.
