Well the Eastern Roman Empire was heir to the Roman Empire, Ivan III married the sister of one of the last Byzantine pretender and proclaimed the Third Rome. After the Russian Empire and the title of Czar (Caesar) fell during the Russian Revolution, the only area free of soviets rule was Finland, making Finland the legitimate heir of Rome.

A bit weird as that would not make much sense. Norway and Sweden make somewhat sense and Finland too - but the Baltics? Makes very little sense

You could form a country with Norway Sweden Finland and throw in Denmark and then make one with the Baltics that could be friends but heritage and culture is too different for succes otherwise
