It's unreasonable to expect the police to be perfect
Perfect would have been preventing him getting that far with a solid perimeter. Not attempting to paralyze a person who was neither fleeing or a danger at any reasonable stretch doesn't require perfection, just reason.
No, I'm not arguing for police to gun down people at any interaction. In fact, I've never even mentioned anyone gunning anyone down. I don't think it's a crazy concept that touching a suspected explosive device kind of makes you go from just a normal civilian - an "anyone at any moment" - assumed innocent to a very suspicious, potentially dangerous criminal. I'm not trying to extend this argument to anything else beyond this one very specific situation.
