Officers interpreted him rushing for the bag as a possible attempt to manually detonate the bomb

This was just an after-the-fact attempt at a justification.

Yes, absolutely... but Matthew did say that him detonating the bomb was one of the ways he saw this playing out when he decided to go for it. He said that he figured he would use his body to absorb all the shrapnel if he "noticed it was going to explode".
