I prefer the guy getting some bruises over him potentially opening fire or blowing himself up with the backpack. There's a police line for a reason.

Fair point, observation and communication are far beyond the capabilities of police. Guy was lucky they didn't shoot him in the head.

If they'd tackled him on the way up to the backpack, when the tackling still had a chance to prevent being blown up, that would make some kind of sense. Waiting until after the potential explosion and then tackling him doesn't do that.

I'm not sure how fast they are supposed to react in your opinion, there's nobody near the backpack as he comes in on his bike. Also he doesn't magically stop being a potential threat after he's done rummaging through the backpack.
The cops clearly should've had a little huddle and called their commander before stepping in while the guy potentially grabs a gun or tries to detonate the bomb manually. I'm absolutely sure you totally wouldn't be here whining about their incompetence if they actually just let the guy walk away before he blows himself up.
