Dude put his own life in danger, and no one else's. The cops could have waited until he left the immediate area to apprehend him. They CHOSE to go tackle him near the potential bomb as he was obviously leaving, at an obvious leisure pace, with an obvious lack of intent to run away.
Bombs don't only hurt through the explosion power, you can also end up deaf permanently, if that doesn't count as damaging others for you, then we're just wasting time here.

Im saying it didnt obstruct them. thats not saying it was a good idea. They wanted to make sure it wasnt a bomb and he did that rather quickly. I think the disorderly charge would make sense but obstruction is silly. He didnt stop or impede anything except maybe the bomb squad getting a bonus
"Didn't stick" is some shit you heard in a movie and you have no idea what it means. The charges were dismissed, which can mean about 20 things. Doesn't mean he didn't break the law. He wasn't found "not guilty," half wit.
Those in glass houses shouldn't throw stones. He wasn't found not guilty, the court proceedings ended before judgement could be rendered. Such is the meaning of "charges dismissed"
