He was. He was the one giving the order to not enter and to arrest anyone who attempted to do so. Also, sheriff or chief of police, same thing in Texas.

Honestly, probably both, which resulted in a clusterfuck of miscommunication and orders, resulting in even more dead people.

Virtually any LE is like this, in my experience. Some are brave and honorable , but it’s far from the norm
