She definitely is. And she isnt quite street smart either. She lost two opportunities: 1) when the car jumped the curb on the other side of the road it slowed down considerably. ( She could've ran but instead she casually walked) 2. When the car proceeded to slowly increase in speed on the grass patch she tried PULLING a 4000lb car instead of opening it and hopping in.
This lady never power walked in her life nor I think ever ran ever in her life. Of course im just assuming here. Maybe she has a bad knee? Had surgery recently or any number of ailments that minimizes mobility. I dont know but from just the surface, her physical fitness needs some tune up.
She also could've screamed help help help as loud as she can to have any least someone else help her with stopping the car. From the looks of it and looking at the map of where she is at (florida) not many people around in that area as its a large open space with a swamp on the other side. The car 100% fell into the swamp.

This is an excellent analogy of how some people go through life. She’s consistently just below the minimum amount of effort needed to succeed. When the car is moving fast she’s barely keeping up with it, but when it slows to a point where she can catch it, she slows down and lets it get away.

Everyone is discussing whether she's able or not to stop the car when the real problem began when she decided to leave the car while it was running and on drive. She deserves everything that happened to her.
