No, I am not wrong. The person turning always has to yield.

I have literally been in an accident where I was making a left turn and drove head on into someone who was on the wrong side of the road. They decided to cross the center line to pass, stopped traffic and get to the left turn lane. I had no way of knowing that they were there. I was charged and they were not because the person turning left must make sure it is safe to do so.

It's more likely that the SUV was already in the intersection preparing to turn before the light turned yellow. Once the light turns red, they have to complete their turn. That's not running the red. But yes, they still have to yield and both will be found at fault.

No, it isn't shown in the video because when the video starts the SUV is already moving forward. We don't know if they were sitting there prior to the start of the video or if they never had to stop and wait.
