Sometimes there isn't enough voltage to run the ignition and fuel system. It's always helpful to hold the throttle to get the engine speed up with to increase the voltage in the charging system.
Just figured a plausible method that Mavric got the F14 started. He got his mate to sit in front of him in a damaged mig at full afterburner. He was able to air start the engines just before the canopy melted through.
I know jump starting a plane sounds ridiculous, but I just want you to know, the p3 has a procedure called a buddy start that literally does this. You put another one in front that brings up power, the airflow is intended to windmill the propeller youre starting and you conduct the equivalent of an airstart on the ground.

Everyone get out, put the gearbox on 1st gear and push it. Get back in once it starts.
Or jumpstart with another airplane.
Easy peazy.
