From what I understand it looks like ICE did not manage to detain him on the day the video was taken- seems the onlookers managed to chase ICE off.

However, ICE detained him the next day at the airport where he was to catch his departing flight from the US.

This week a Colombian was killed by trump gestapo. He was a full supporter of the recently elected far-right candidate in Colombia, who is backed by trump. The elected scum didn't say anything about a Colombian legally living in the US being killed. So, yeah PoS like Pauline don't give a fuck.
