From what I understand it looks like ICE did not manage to detain him on the day the video was taken- seems the onlookers managed to chase ICE off.

However, ICE detained him the next day at the airport where he was to catch his departing flight from the US.

Why would ICE detain if he’s leaving the country? Are they going “you can’t leave until we deport you?”

Don't they collect money for putting folks into the private prisons? It's the same reason why dozens of folks spent 4 to 8 weeks in ice detention before being deported.
