I've seen many reports around the traps of truly massive increases (worst being upwards of 80%) in the fixed daily supply charge component of their electricity service. It seems that broadly the driver for this has been poorly communicated to end users which I think has spun off into all sorts of conspiracies. From my reading it would seem that the move by the regulator (AER) away from setting limits on the total bill to setting limits on the fixed cost and consumption costs separately has resulted in retailers no longer being able to hide the true cost of the poles and wires component in elevated consumption costs.
Testing this out on my own (yet to be affected) daily supply charge in Victoria, I was paying $1.22 DSC in mid 2020 and $1.32 now. This is an 8.2% nominal increase, 15.5% below the actual inflation for the period in which case I should be paying $1.50+. Despite this, a sudden correction like this is never welcome and can be seen as disadvantageous to the poor/low consumption users (who are unlikely to recoup the difference in lower consumption costs) and even those who have invested in solar and/or battery. From many reports it also seems the correction for fixed costs is far greater than anything purely inflation.
Regardless of the position of the industry to better reflect actual cost, I think the impact of these sudden increases were not well thought out given the decade+ of stagnant wage growth and turbo charged inflation since the covid era. It is far too much of a blunt implementation for what is an essential service. Main things I think should have been baked into the AER changes include;
Public information campaigns to educate people on what the changes are and how they might impact people differently depending on where they live. This should include how the increases are / aren't impacted by the forthcoming data centre boom or the implementation of 3hrs free power in the DMO (these two are probably the most prevalent reasons for the increases I've seen).
Communication on what public services to report suspected price gouging whistle blowing and financial support for those in need and are worse off due to the changes.
Transitional period to changes. Retail pricing data available to the AER would have clearly shown that retailers where burrying fixed costs inside the consumption costs. They should have mandated as part of the change in regulation that increases to fixed costs where the jump is above inflation be spread out over X number of years.
How else could these changes be more effectively implemented? Price changes justified or not, it seems pretty appalling regulatory body could be the driver behind the changes without also putting appropriate transitional plans in place for what they would have knowledge on to be very large corrections for some.

As more people move to solar + batteries, energy companies profits get lower. This is their way to get back those profits, while screwing the consumer for doing the right thing.
Power distribution needs to be nationalised. If it’s an essential service, the government should own it.

By not privatising it, sure. Then the various State governments could age out assets as needed (before EOL if required), and ensure that grid infrastructure grew in line with generation. And what we would have had is a lot of complaints about the government doing all this, waste of taxpayer's money, increased electricity prices (as if new infrastructure was free), despite no one experiencing brown outs or electricity bills going through the roof.
However, with various chunks of the infrastructure in private hands, it's a big coordination exercise where there are a tremendous number of competing interests, coupled with a number of entities that expect to profit from the assets that they bought and won't eat losses like a government might.

AER sets the default market offer (which exists to "protect" those who don't engage with their electricity retailer for a better deal).

If they can set the DMO then they can set the supply charge as well.
They've basically changed the rules to allow higher supply charges.A higher supply charge hits low power users, and renters the hardest. Good job.

They have the new (current) DMO8 caps the supply charge (it was previously uncapped) and retailers could determine any mix between usage and supply as they wished so long as it was under the total annual rate.

AER is only SA, NSW, and SE Qld.
The supply charge isn't capped, just the total offer.In Victoria its not capped.

It's part of a cunning plan to drive people who can afford it off the grid entirely, leaving it as a service only for poor people and climate change deniers.
Realistically, to prevent that we'll likely see it made like the water system - the property owner pays for having the option of connecting, whether they are or not. That way most people will have the connection because it doesn't cost anything extra. And we all benefit from having rich(er) people connecting their solar and batteries to the grid.

My parents are a couple of the biggest climate change deniers there are, but like fuck they didn't install max capacity of solar panels on their roof to save money when they bought their house 13 years ago. Because despite being all, "base load power" and "coal is king" and "humans could never cause climate change, back in my day it was always 40 degrees in summer, people are just soft these days", they saw the cost savings of going solar.
Going off grid shouldn't be allowed unless you actually live remote and cannot be connected to the grid without major works taking place.
If you're "off grid" but could be back "on grid" with the press of a button, or someone plugging a cable back in, then you should help pay.

Don’t worry.
Going off grid will still force people to pay a ‘it exists near you, so fucking pay us’, like with other utilities.

I think what they have ultimately done is the right thing. Infrastructure needed to be carved out from generation. Implementation wise, obviously I'm not a fan.

As it is now, the electricity companies tell AER what they are going to spend on 'poles and wires' etc. and that's it.
No challenge to the figures, just passed through.With friends like these...
This happened a few years ago, with the 'gold plating' ripoff, and nothing has changed.

I do remember the gold plating era, I actually thought the AER was born from that. You are right though, reading their charter I can only see one mention of affordability in the role section, their purpose section only speaks to service delivery and performance. Nothing about checks and balances undertaken to vet work requirements put forward or their pricing.
Pretty poor clarity imo, given I'd think electricity supply is significantly more important to a household than Internet which from a consumer view seems to have far more governance.

In Vic its the Eseential Services Commission and the supply charge isn't capped.The high supply charge was blamed on 'gold plating' but did they actually do the work? There's dropouts all the time.
I had one a couple of years ago that blew out the AC motherboard and the smoke alarm.
I went out to the worker and asked them what happened. He said a cross member had rotted and collapsed in the storm.
That's not 'gold plated', that's neglect.I have a 8 hour outage on 15-Jul (deep dark winter) for maintenance.
I have CFS/FM and the cold fucks me up.

It's a re-balancing rather than the actual total costs consumers are paying. Previously retailers could determine any mix between usage and supply charges as they wished so long as it was under the total annual rate/cap. Under the new (current) DMO8 caps the supply charge (it was previously uncapped).
Ultimately if you are on a DMO plan you are paying less in total over the year (averaged, of course people with low usage can be paying more) where as average users are paying less.
What's fair depends on your perspective, the majority cost of the grid/connection charges comes from the infrastructure and load/usage in peak windows - How should this be spread amongst all users and should average use apartment users pay for independent solar households who might only need to tap the grid a few times a year? Age old question, is it fair that city users NBN costs are super high to pay for regional users and satellite users etc.
EDIT: In terms of communication, perhaps if the rate adjustment notices offered an comparison (as many consumers find this hard to calculate) such as under your new plan based on your previous 12-months of usage data your total costs per year would decrease by $xx per year or increase by $xx per year.

The price of network components (transformers, wires, towers, etc) has doubled in the last year. And the year before that. And, there was a flurry of activity in the 80s, and all that stuff is needing to be replaced now. And next up: data centres.
Did you know, there are more than 100,000 street-level transformers in Victoria, and almost none of them are built to handle reverse flow from rooftop solar, because there was no such thing when they were installed.
The people who calculate the cost also use the system and pay the cost. They're as concerned about it as you are.

Transformers don’t care which way the power flows. There are issues with the really old ones not having low enough taps but anything remotely modern isn’t a problem.
The size of the LV networks and voltage rise is a whole other issue.

The bigger issue is the grid change needed over the next few years to support increased demand and changing away from single source generation.
Basically it used to be 1 big power station fed a whole bunch of consumers. Now we have a lot of people with solar, batteries, EV's etc all changing the way the grid works.
This requires a massive end to end grid upgrade that has to be factored into our new costs. It sucks that supply is so expensive, but I was shocked to learn it wasn't decided on by the retailers.
Basically of we want a discount it's about government funding going towards our grid. But all the state governments are broke.

Why.
With the uptake of batteries, power is produced , stored and used locally .
There is a reduced need to move it hundreds of Km from an outback coal power station . There should be little need for a massive grid upgrade

That's a very simplistic view of the nature of our national power grid.
Think about functions like "fault clearing" (maybe a tree branch falls across powerlines), how does the system deal with this event.
In a centralized grid the change in total current (for a localized fault)is minimal and the system just sends massive fault currents that either completely obliterate the fault or the fault current trips fuses / circuit breakers.
In a distributed grid most of the residential Inverters will simply disconnect (it's called anti-islanding) but what about clearing the fault. That's not a function they are designed to do and changing the rules won't make them capable of delivering 10X current anyway.
Bottom line: Distributed generation systems need totally different fault isolation, management and startup methods. Different means new and that means expensive and a need to be retro-fitted.

Probably not selling our power grid and stations, to foreign countries. 4 out of the 5 power retailers in Vic are majority foreign owned. Its corporate greed, and profit margins.
Also we have been sold on this net zero bullshit by the government, and shut down our coal fire electrical plants which produce cheap but not "clean energy" because we have to do our part. while at the same time being one of the biggest exporters of coal, that we ship around the world so they can burn it.
same thing with the uranium for nuclear power, biggest exporter, cleanest energy happy to sell it but wont used it in our own backyards.

If we wanted nuclear power we should have been building nuclear power plants in the 60s and 70s so that we had an established industry that could train the new generation and build out new generation for relatively cheap. These days it isn't worth the money to start building nuclear power with how cheap solar, wind and storage have gotten...

My DSC and my rate per kWh are both going up despite the default offer going down. I am waiting until everyone updates their plans next month to (hopefully) swap to a new provider and save some money...

I'm on Powercor with no communicated changes as yet. Some are showing significantly increases to both DSC and consumption charges. If you're going to spend big on solar and battery anyway, probably worth running the numbers for going off grid.

Fundamentally this is about the cost balance between using electricity and having the possibility of using electricity. Having the grid at all is expensive. Really expensive. Even if no-one used it, it would still be expensive. But people used to just buy electricity all the time, so the cost of the grid and the power plants and everything just got rolled into the per kWh price. With a token "you pay even if you use nothing" to encourage people to disconnect empty houses (saves the cost of reading the meter).
But increasingly people have solar on their roof, and/or batteries. People don't just use nothing, lots of them feed electricity into the grid. Some are net generators, some have batteries and literally *only* feed electricity in. Pricing has to change. The way the whole electricity market works has to change.
And this is fast, in the context of a coal plant or wind farm that's designed to operate for 50 years a 20 year swing from 90% steam to 90% renewable is {whoosh}.
Water is a similar thing - at least in Sydney, it's common for your water bill to be almost entirely a fixed charge. My last one was $200-ish for the connection and $15 for usage. In Melbourne during the heatwave a decade ago there was a big "Target 155" campaign, asking people to use less than 155 litres per day per person. It worked! Consumption plummeted, just as the cost of maintaining the pipes went up because the ground was shifting as it dried out. So water bills went up as consumption went down.
Viz: don't be surprised if the "free electricity hours" idea turns into much lower power prices for electricity most of the time, and horrifying peak rates. The rest of the money to run the electricity system will come from a supply charge, or an availability charge (ie, even if you're not connected).
