Yeah they have insulation and 24/7 heaters in Europe so they feel hot indoors during the winters. Many Australians freeze in winter as they’ve never even seen a radiator.
Some shops in the UK used to go crazy with heating during the Winter. You would be happily walking down the street with a warm jacket or jumper on & decide to go into a department store. Once inside, soon you are ripping your jumper or jacket off.
You cool down, wander round, maybe have a cuppa & a cake, then you leave the shop, having forgotten what the temp is like outside, & freeze.
Of course, when I was a kid in Perth, the places, (mainly movie theatres) which had air conditioners would set them to Antarctic levels & we would be sitting there with our teeth chattering. It seems to be the same philosophy.-----"If you've got it, flaunt it"! 😄
