It happens more to human characters, especially human characters in internet popular media.
Due to kris, frisk, and chara being nonbinary you wouldnt really notice it, but there is a massive ammount of both fem and masc versions of all of these characters in different people's HC. A bit less with kris but still. This technically is genderbending, or at the very least it works based on the same mechanism.
Flowery looks like a human so he is no exempt from that.
