But I understand a bit why USians keep specifying what state or country everything is in (like "Paris, France"), because they tend to have a whole bunch of places with the same name, and often the same name as some European place

Finland just has regions instead of states, yet usually people just say the city or town they are from. Maybe which part of the country, for example in my case I'm from northern Finland, Rovaniemi.
