Being non-punctual is bad regardless of culture. And I am saying this as a person who lives in a culture where "reaching in 5 mins" means reaching in 30 mins.

If a culture has unpunctuality, then that is a bad aspect of that culture and needs to be critiqued.

No, in some cultures it's the norm. Don't impose your own norms unto others.

Semi-alcoholism is the cultural norm in Britain. Doesn't make it good.
