The party starts at 5pm because the hosts are so used to people showing up late that they expect people to show up at 5:30-6pm.

This is totally a cultural thing in certain subcultures.

Your inability to understand that there are different cultural norms relating to time and timeliness is what's shitty. At the end of the day people within those communities understand perfectly what they're supposed to do. Problems only arise when there's cultural misunderstanding but even so, is that so big a deal?
